The Power Adjustment charge will be
applied to all sales of electrical energy to ultimate users under all rates
and modified energy charges provided therein.

Adjustment
The adjustment will be made up of two
parts:
- The
Levelized Energy and Sh
or
t Term Capacity Adjustment (applicable to all rates); and
- The
Levelized PASNY Hydro Adjustment (applicable to Residential Rates A, E
and F).
Levelized Energy and Sh
ort Term Capacity Adjustment
The Levelized Energy and Sh
or
t Term Capacity Adjustment will result when the average cost of energy and
sh
or
t term capacity, as defined herein, is m
or
e
or
less than the Standard Fuel Base of 0.00 mils ($0.00000) per kilowatt hour.
The average cost of energy and sh
or
t term capacity will be calculated by adding the fuel costs of all existing
entitlements and the total cost (fuel, transmission and capacity) of all sh
or
t term economy purchases, and dividing that sum by the period's kilowatt
hour sales.
The Levelized Energy and Sh
or
t Term Capacity Adjustment shall be modified from time to time to adjust f
or
actual energy and sh
or
t term capacity costs. Modifications will occur when appropriate through the
accrual and comparison of the average cost of energy and sh
or
t term capacity against the Levelized Energy and Sh
or
t Term Capacity Adjustment. The levelization system will be used to avoid
abrupt changes to the adjustment.
Levelized PASNY
Hydro Adjustment
The Department will project annual
costs and annual savings resulting from power agreements with the Power Auth
or
ity of the State of New Y
or
k (PASNY) to determine the Levelized PASNY Hydro Adjustment per kilowatt
hour to residential rates.
The Department will calculate the
Actual PASNY Savings on a monthly basis by subtracting representative actual
power costs with PASNY from projected power costs without PASNY.
The projected annual Levelized PASNY
Hydro Adjustment shall be modified from time to time to adjust f
or
actual savings returned. Modifications will occur when appropriate through
the accrual and comparison of the Actual PASNY Savings previously outlined
against the Levelized PASNY Hydro Adjustment. The levelization system will
be used to avoid abrupt changes to the PASNY adjustment.
All costs f
or
PASNY power, including transmission, shall be deducted from the PASNY
savings.
